I was thinking that also.
I was looking into buying licenses for the SWINSID chip (which is basically the sound chip from the commodore 64) that some guy has made. But it was going to work out too expensive for my project.

If you are worried about cost, you could use one of these:

I think you can use an PIC18F1320 with the library.
I'm still trying to find the pictalker project of Dr. Derek Weston but it seems it has been removed from the links I have known.
