I've never seen one of these before. It is ISEE RADAR:

ISEE has developed a compact and robust 24GHz radar sensor (ISM Band covered) for automotive, industrial, educational or home applications. It can accurately measure distance, velocity and physical properties of objects.

Perhaps I could use one for an LED game system that uses your body as the controller!

In addition, we supply all the basic open source code to easily interface with the radar and start your specific application

I like the sound of this bit on there write up. Maybe this is what they use for Wifi on automotive vehicles?.
