Yep, what you have just described is better known as the half adder. you can add two individual binary numbers together and it will give you the sum and carry outputs. They are capacitors. Used to filter out any noise that may be present on the power supply rail (I.E. they are connected between GND and VCC next to each IC) I found that I didn't need them (I guess I was just a bit lazy) but it is always good practice to add those caps to every IC in your circuit.
