Brad if I remember correctly that file on instructables no longer works, or its unsupported dip file? :?

It would have been drawn up with an older release of diptrace although it seems odd that diptrace would not support old file types.

As for the boards, I think I have about 100 of them left...

Ahh yes!, when you download the file it has a file extension of .tmp If you rename the file extension to .dip then the file opens has it should with Diptrace. :)

I scoured the instructable page and it has a bill of materials but no part numbers.
Without the part reference numbers I could just measure the board footprints but errors could creep in easily.

I'm sorry but I don't have part reference numbers.

But I can tell you that you don't want to put any resistors in there (the LED's aren't bright enough with them)
